ADU Construction in the Bay Area

Detached, attached, and garage-conversion ADUs — rental income and family space, fully permitted.

Accessory Dwelling Units are the single best way to add value, income, or multigenerational space to a Bay Area property — and California's pro-ADU laws have made them faster to approve than almost any other project. A well-built ADU can rent for thousands a month, house family with independence, and — under California's new AB 1033 — even be sold separately like a condo where your city adopts it.

ODL Construction builds the full range: detached new-construction ADUs, attached units, backyard cottages and granny flats, garage and basement conversions, junior ADUs (JADUs), and high-end custom builds. Every one is designed for your specific lot — not pulled from a prefab catalog — so it fits your setbacks, your utilities, and how you actually want to live. We handle California ADU law, local ordinances, Title 24, utilities, and the ministerial review the state now mandates for compliant designs.

You get one accountable team from feasibility through final inspection — and a fixed-price proposal with site costs included, not a 'from' price that balloons once trenching, utility runs, and access are added. Because a Fremont lot plays by different rules than a Palo Alto Eichler parcel, we start with a free feasibility assessment so you know what's buildable, what it can rent for, and what it truly costs before you commit.

Our process

  1. 1

    Free feasibility assessment

We evaluate your lot, setbacks, utilities, and the most cost-effective ADU type — detached, attached, or conversion — and what it can realistically rent for.

  2. 2

    Design & fixed proposal

We design the unit to California ADU law and your local ordinance, then deliver a fixed-scope proposal.

  3. 3

    Permits (ministerial review)

We submit a compliant design for the state-mandated 60-day ministerial review and handle Title 24, utility, and any school-fee requirements.

  4. 4

    Build

Foundation through finish for detached units, or full conversion for garages — managed on a clear schedule.

  5. 5

    Final inspection & handoff

We pass final inspection, connect utilities, and hand you a rent-ready, code-compliant unit.

Timeline

Garage conversions often finish in 3–4 months; detached ADUs typically run 6–9 months including the 60-day permit review.

Permits & code

California law now requires ministerial (non-discretionary) approval of code-compliant ADUs within 60 days, limits owner-occupancy and parking requirements, and caps many fees. We design to those state rules plus your city's ordinance so approval is fast and predictable.

Key things to consider

  • Conversion vs. detached is the biggest cost and timeline decision.
  • Detached units add the most value and flexibility but cost more.
  • Utility connections (sewer, water, electrical panel capacity) can drive cost — we check early.
  • Rental math: many Bay Area ADUs return strong monthly income; we'll help you assess it.

ADU Construction — frequently asked questions

How much does an ADU cost in the Bay Area?

Most Bay Area garage-conversion ADUs run from around $120,000 to $250,000, and detached new-construction ADUs typically run $250,000 to $450,000+ — size, site work (foundation, utility connections, access), and finish level are the biggest levers, and smaller units cost more per square foot than larger ones. After the free feasibility visit you get a fixed-price proposal with site costs included, so the number you approve is the number you build to.

How much can I rent a Bay Area ADU for?

It varies by city and size, but Bay Area ADUs frequently rent for several thousand dollars a month, which is why they often pay back the build over time. We'll talk through realistic numbers for your area during the free assessment.

How long does ADU approval take now?

California requires cities to approve code-compliant ADUs ministerially within 60 days — far faster than discretionary review. Designing to that compliant path is exactly how we keep your project moving.

Is a garage conversion or a detached ADU better?

A garage conversion is usually the cheapest and fastest; a detached ADU adds the most value and flexibility but costs more. The right answer depends on your lot, budget, and goals — we assess all of it for free.

Do I have to live on the property to build an ADU?

Current California law has relaxed owner-occupancy requirements for ADUs in most cases. We'll confirm exactly how the rules apply to your property and city.

Will an ADU increase my property taxes?

An ADU is reassessed on the added value of the new unit, not your whole property — so the tax impact is limited to the ADU itself. We can point you to the assessor's guidance for specifics.

Can I sell my ADU separately from my main house?

California's AB 1033 now lets cities allow ADUs to be sold separately as condominiums. Not every Bay Area city has adopted it yet, so we'll confirm whether your jurisdiction permits it and design accordingly — it can change the math on your project significantly.

Why build a custom ADU instead of a prefab or kit unit?

Prefab and catalog units are fixed designs that often can't adapt to real Bay Area lots — tight access, older utilities, sloped sites, or specific setbacks. We design and build for your exact lot and how you want to use the space, so you're not paying to force a standard box onto a non-standard property.

Are site costs included in your price, or added later?

Included. After the free feasibility visit we give you a fixed-price proposal that accounts for foundation, utility connections, site access, and permits up front — not a low 'starting at' number that grows once the real work begins. You know the number before you commit.
